高铁开车后不能退票，但可以改签当日其他列车。根据铁路部门的规定，旅客要求退票时，应当在票面指定的开车时间前到车站办理，退还全部票价，核收退票费。特殊情况经购票地车站或票面乘车站站长同意的，可在开车后2小时内办理。团体旅客不应晚于开车前48小时。如果无法改签或改签后没有赶上火车的，只能作废。需要注意的是，高铁发车后一般不可以退票。
